Millard County asserts planning authority over all lands and natural resources within its geographical boundaries even though the United States owns the vast majority (78%) of those lands and resources. Like any other landowner in the County, the United States is subject to Millard County’s land and natural resource plans and policies to the maximum extent, provided such plans and policies of Millard County are consistent with federal law.
